This was a number of years ago over a speeding citation, they get you in and there is a hall with small rooms off to one side and the court area to the left. You wait till the police department that wrote you the infraction gets there. Then they call you and you go in and meet with either the cop or a representative officer from that department. Its all about the MONEY. You haggle back and forth and make a deal. You then sign that you accept that deal and then you go to the courtroom area and wait for your file to be brought in and given to the magistrate. There is no reason for those rooms to make a deal...its a joke it shows its not about safety but about MONEY. However even more appalling was the fact the magistrate did not care that a bunch of cops did not show...she said they did not have too in her court (my cop did not show). She told people their option was to take the deal they made with the representative of that police department or to come back another day. Citations for speeding in MI are cheap, so no one took that option as it means time off work, driving expense to get there, and all the time wasted. It was another joke of a court where people have little say and its all about the MONEY. Oh and I think the State boys were not there as they were mostly called up for active duty 9beginning of Iraq War) but my guy he was sick and took the day off the other cop told me...what a F'ing joke that I can get up and get there but he can not obviously my speeding 5mph over was not a big deal to him. Oh and I haggled with the cop and we made it a defective equipment charge.
